I encourage you to pursue your wish to make a scrapbook. We need hobbies to have a balanced life, but having a hobby does not mean that one will have a cluttered life. Yes, making a scrapbook means purchasing supplies, but those supplies can be placed in containers and stored neatly.
I have hundreds of sheets of paper and cardstock, hundreds of embellishments (accessories), hundreds of rubber stamps and I don't look on these items as clutter. All my supplies are stored in plastic containers in closets or on an industrial cart which I move to my kitchen where I do all my crafting.

Buy double sided papers so that you get two designs for the one cost. Then choose some embellishments , you will not need a great variety - try a Dollar Store for those or look through the dollar bin at a big craft store.
Then go for it! Enjoy the process and enjoy the final result of a scrapbook you made. And don't be concerned that you won't use the book - just enjoy it.
