OCD stands for Obsessive Compulsive Disorder. It's a term that describes any situation where an individual becomes obsessed with a specific issue, and where they experience an all-encompassing drive (compulsion) to engage in a behavior to a point that this interferes with their capacity to work towards leading a happy, fulfilling life. Maybe the most important bit to remember about this term is it's all about the concept of 'spectrum'. Meaning, that it refers to behaviors or preoccupations that are completely normal, even desirable, in moderation and balance, but which turn problematic as a result of excessive quantity or frequency.
It's a relatively elastic term. As such, it's also vastly overused (including jocularly, as in, 'OMG I wash my hands before every meal, I'm so OCD') and MISused, such as by being conflated with *specific examples* of obsessive and/or compulsive behaviors. Which is what I believe you did here (not your failing or anything; just what you're getting from most mainstream discussion on the topic). In this case, you conflated the 'excessive preoccupation with cleanliness, order, and possession reduction' variety of OCD, to mean ALL OCD.
In conclusion: yes, hoarding is ALSO OCD. The compulsion, here, is to amass: by purchasing, soliciting donations, collecting from other people's discards (aka trash), merely avoiding disposal, theft even, or more frequently several or all of the above.
But yes, I totally agree with you that clutter phobia or obsessive spartanism gets no press, just like I agree it needs to. And while this might seem like an unusual place to start such a discussion as it is mainly preoccupied with correcting the opposite behavior, it is also the likeliest place available (the only other might be forums and websites about OCD).
